Discrepency between test and prod

We have recently upgraded our customer site from 7.6 to 8.11. Everything working as expected, but the only is problem is that in the test/stage we can create folder under block and media. After some test we deployed to prod. But in prod we can not create folder under blocks and media. We have checked the AppData and Modules and bin folder they seems identical in both test and prod.

What could be the cause for this?

Did you chech the access rights in Admin mode?
