It's Mogul.SeoManager, installed as an EPiServer add on from Add on manager, the backend is not accessible, can i remove an add on manually by deleting it's files?

I recently upgraded from 8.2.0 to 9.4.0, first i got an exception asking to removing (EPiServer.Base, EPiServer.Implementation...) so that intialization can kickoff
after doing so i got stuck at this one
