Why Editors can`t create a shared block in other language then Master ?

It possible to create a page in language other then master, but it can`t be done for shared blocks?

Is this by design, or just some bug, or I forgot to set something? (using Epi 9.12)

Have the languages been enabled on the root (not start) page?
