Visitor Groups Criteria Pack - Empty Display Channels
Just for the record - this was caused in an bug in EPiServer 9.
Implementing the workaround in this post resolved it for me:

Hi All,
I've installed the Visitor Groups criteria pack for my local solution however when I'm trying to create a new visitor group with the newly added "Display Channel" option the dropdown is not populated, despite having the Web and Mobile display channels setup from the Alloy template.
Has anyone experienced anything similar?:
