Unless the trash is manually emptied, how long will an item (block, page, etc) stay in there until it's permanently removed?

Items remain in trash until the next "Automatic Emptying of Trash" job runs. See http://webhelp.episerver.com/latest/cms-admin/scheduled-jobs.htm > "Automatic Emptying of Trash"
