disabling edit mode

I would like to be able to block a page from being edited

I noticed there are some events in  DataFactory.Instance for example LoadedPage is called when entering Edit mode but that's about it don't know what to try from this point forward

Are there any aproaches someone could share?

To be more clear what i want to achieve is to block an editor to publish the page so when he clicks the Edit button for example he would see a custom message and maybe Save & Publish button would be disabled something like this

no pages become unavailable at specific times but not for all the users...

You might want to use virtual roles together with publish permissions to accomplish that.
