Yes. it's called code!

public void ConfigureContainer(ServiceConfigurationContext context)
{
	context.Services.Configure<TinyMceConfiguration>(config =>
	{
		config.Default()
			.AddPlugin("code")
			.Toolbar("code")

	});
}

Yes you can achieve this by creating a initialization module.

Below is the sample class that you can use-

using EPiServer.Cms.TinyMce.Core;
using EPiServer.Framework;
using EPiServer.Framework.Initialization;
using EPiServer.ServiceLocation;

namespace MyEpiserverSite.Business.Initialization
{
    [ModuleDependency(typeof(TinyMceInitialization))]
    public class ExtendedTinyMceInitialization : IConfigurableModule
    {
        public void Initialize(InitializationEngine context)
        {
        }

        public void Uninitialize(InitializationEngine context)
        {
        }

        public void ConfigureContainer(ServiceConfigurationContext context)
        {
            context.Services.Configure<TinyMceConfiguration>(config =>
            {
                config.Default()
                    .AddPlugin("code")
.Toolbar("code")
            });
        }
    }
}
