How to setup Community for a group to only have access to Abuse Reports?

Hello,
I'm wondering if there is some way to setup EPiServer Community (3.2 SP1) so that a group/user only has access to the Abuse Reports part of Community?
I've tried to give a user as little rights as possible to the community part of EPiServer by giving an account only Access rights to Administration under Administrative Access Rights but for some reason a couple of the modules are still available, for instance Poll, Moblog, Attributes and Tags. Is it possible to get an explanation to the different access rights available in EPiServer Community?
