Can't install new SP3 site on new server (VM)

I'm getting the following error from the manager (2.0.19.8) when installing a new site (with or without a database):
Cannot install files: The installation failed, and the rollback has been performed. [The service cannot be started, either because it is disabled or because it has no enabled devices associated with it]
It's up to the point "Running assembly installer for /bin/episerver.dll'
Does anyone have any idea what this means?
